The city of Stockton, CA is about to become the largest U.S. city to declare bankruptcy. Stockton made a ton of money during the housing boom and used that money to develop its waterfront and provide generous pension and healthcare benefits for city employees...but when the housing market crashed, they could no longer afford to pay for their open checkbook:
