It looks like earmarks in the 2010 budget dropped by $880 million (from $2.87 billion to $1.99 billion) after Democratic leaders established new earmark rules that started with the 2010 budget cycle:

Normally it takes awhile for a new company to get earmarks, but somehow this 3-employee company in Illinois got an Indiana Congressman to ask for a $2.4 million earmark in just 16 days after it was incorporated! This House member sponsored or supported at least $44 million in earmarks in 2008 and 2009 for tech companies that hired a particular lobbying firm. It is an amazing coincidence (sarcasm) that 75% of that politician's campaign donations came from out of state and were mostly from companies coincidentally (cough, cough) requesting earmarks:
