The Navy has decided to *not* reduce the number of aircraft carriers they will have built for them and will instead deal with budget cuts by not deploying or operating many of their ships. So, they will keep buying ships but won't use them--an example of this is how they canceled the deployment of the USS Harry Truman that was supposed to go to the Middle East:
