Gadhafi shut down Libya's cellular and data networks to prevent the rebels from being able to communicate. The rebels figured out how to get around that...by basically stealing the Libyana cellphone network, out from under a company run by one of Gadhafi's sons. They got the telecom equipment across the Egyptian border and set up the infrastructure to serve the people on the "Free Libyana" network:

Nokia announced that they would be relying on Microsoft's R&D when Nokia announced their switch to Windows Phone 7...looks like they were serious about it because Nokia is laying off 6,000 of their R&D staff. Last year Nokia spent $4.3 bil on mobile device and software R&D, close to 2.5 times more than all of Apple's R&D spending:

Leap Wireless is launching its first LTE markets later this year but will not get LTE devices until the second half of 2012. Leap says that it will use LTE this year to enhance its 3G network, and that they will want LTE devices after the prices drop in about a year and a half or so:
