American investigators believe that members of Pakistan's intelligence service (ISI) may have been involved with the plot to bomb Times Square! This adds to the controversy over how only $500 million of the $6.6 billion the US gave in military aid to Pakistan between 2002 and 2008 actually made it to Pakistan's military. Many of the terrorist groups based in Pakistan are supported by ISI (some were created by ISI) to be used in the conflict with India over Kashmir, so many in ISI do not like how the US wants Pakistan to dismantle their terrorist networks:

Remember how Mexico tried to require that all cellphones be registered with their government--they said that was to fight crime. 30% of cellphone users in Mexico refused, many of whom were worried about their privacy. Now, anyone can go to a Mexico City flea market and buy the confidential data of millions of Mexicans from official state registries! No wonder so many police officers are getting killed in Mexico--for $12k, anyone can buy a database that lists all the police officers with their photographs and addresses!
